2nd wings can randomly have following options:
-1,2,3,4% hp recovery
-Life\Mana increase +50
-Additional damage\wizardary damage +4,8,12,16
-Additional defense +4,8,12,16,
-Ignore Enemy's Defense +3%
-Luck

1.Go to Chaos Goblin(Norial),
2.Select regular combination, and place next items:
- x1 Any 1st Wings
- x1 Loch's Feather (*Loch's Feather drops in Icarus map)
-[Optional] Excellent item+4+4 or higher
-Exellent weapon+2ex options+skill is preferable
- Jewel of Chaos
